The Fall Agenda: Spotlight on Moderate Democrats

President Obama and the congressional Democratic leadership have an ambitious wish list for the fall, including health care reform, climate change legislation, an intelligence reauthorization, and financial regulatory reform.   This on top of the annual appropriations bills, none of which has passed into law.   What are the prospects for such an ambitious agenda?   The best bet in finding an answer is to follow the statements and actions of the moderate Democrats in the Senate and House.

Yesterday was the last day of the fiscal year, and not one of the twelve appropriations bills has yet to reach the president’s desk.  The election of Democratic majorities in the House and Senate and a Democratic administration created great expectations; and the early April passage of the budget resolutions by both chambers gave rise to speculation that Congress might actually complete most, if not all of the spending bills.  But to those with an understanding of the political dynamics of the 111th Congress, there have been few surprises.
